California Zone 0 Fencing Regulations

As a California homeowner, keeping your property safe from wildfires is a top priority. Recent state wildfire regulations have changed how fences must be built near structures.

If your property is located in a High Fire Hazard Severity Zone (HFHSZ) or a State Responsibility Area (SRA)—including many rural and hillside parts of Solano and Napa Counties—any fence work inside this 5-foot perimeter must follow these guidelines:

  • No Combustible Attachments: Wooden or vinyl fences can no longer physically attach directly to your house or garage

  • The 5-Foot Non-Combustible Rule: Any fencing material sitting within 5 feet of a structure must be entirely non-combustible.

  • Connected Gates: Gates, arbors, and side entries connected to the home must use fire-safe materials.

What is Zone 0?

Zone 0 is the 0 to 5-foot perimeter directly surrounding your home, garage, or other permanent structures. Research shows that embers from distant wildfires frequently land in this zone, igniting combustible fencing material attached to the house, which then acts as a direct fuse to the home.

  • Standard vinyl or plastic fencing
